FEDERAL RESERVE,

170 Westminster Street, Providence, 621-5700.

The menu leaves no doubt about the desired tone: a large, elongated variation on the $1000 Federal Reserve note, complete with categories such as "Principal Interest" (appetizers) and "Legal Tender" (meat entrees). Appetizers run the gamut from sevruga caviar ($24 an ounce) to the more wallet-friendly offering of tomatoes with locally-made mozzarella ($7.50) Main courses include "Symphony of Shrimp" ($19), four baked biggies with a variety of stuffings, and "Prime Rate Rib," which was more than an inch thick and as tender as its accompanying popover. The kitchen-made desserts are also worth saving room for.
